All hot tub covers have a skirt unless the hot tub covers sit on a hot tub that is installed into a deck.

HOT TUB COVERS & SPA COVERS: SPLIT CORNER SKIRTS
Nearly all hot tub covers are made with a skirt or flap. Hot tub covers' skirts are primarily for keeping wind carried dirt from getting under the hot tub covers seal with the hot tub. The skirt does not add to the insulation, or R-value, of hot tub covers.

Skirts and flaps on hot tub covers - Why?A quick glance at the hot tub covers pictured below shows the skirt/flap on a cover in the open, folded back position. This picture shows the hot tub covers sitting on the top acrylic lip of the hot tub, with the skirt hanging down. The hot tub covers seal is made by the weight of the hot tub covers sitting on the lip.
If you can picture this same picture without the skirt, you'd see an unfinished looking hot tub cover. The missing skirt would allow wind and dirt to get up under the hot tub covers seal with the tub much easier. Without a skirt, hot tub covers can also be blown off the hot tub much easier. In this scenario, hot tub covers' skirts actually blow against the hot tub side and prevent the wind from getting under and lifting hot tub covers.
The next hot tub covers picture shows how a skirt lays on a hot tub installed in the ground. The hot tub covers still sit on the acrylic lip of the hot tub and the skirt hangs down to touch the pavers.
Our final hot tub covers skirt picture is a big warning. Can you spot the troubles in the picture below?
 When the cover was closed, no doubt in a hurry, the skirt was not properly hanging and was left UNDER the cover preventing the hot tub covers seal. As this photo clearly demonstrates, there is substantial heat loss, and substantial heating bills, caused by this heat loss. Just look at how much snow was melted where the skirt was folded under the hot tub covers corner.
We recommend split corner skirts on our hot tub covers in order to prevent this from happening. In our opinion, hot tub covers look better with split corner skirts and, if the heat loss shown below is avoided even a single time, the additional cost of the hot tub covers split corners would have been saved.
